Atmosphere And Winds

The air would be rising at 60 degrees because air from the North Pole is pushing down on the air from the 60 degrees North. Therefore the air is pushed out. After the air is pushed out, the air is then forced out and around to form the circular convection. 
The direction of the surface winds are determined when the winds change directions. When the winds change directions this causes that air to be pushed down towards the equator. Once it reaches the equator the air will just circulate because of the directions of the winds form the other parts will all come to the equator.
